Form 16 is just a TDS certificate from your employer — a convenience, not a requirement to file. If you changed jobs, your employer didn’t issue one, or you have no employer at all, you can still file accurately using your payslips, Form 26AS and AIS. Here’s how.

No Form 16 is more common than you think
An employer must issue Form 16 only if they deducted TDS from your salary. Plenty of people never get one — and still have to file.
No TDS was deducted
If your salary was below the TDS threshold, your employer wasn’t required to deduct tax — so no Form 16 is issued.
You changed jobs
One of your employers didn’t issue Form 16, or your exit formalities were incomplete.

Add up salary from every payslip for the year — across all employers — plus bonus and arrears.
Confirm TDS & income in 26AS and AIS
Form 26AS shows tax deposited against your PAN; AIS adds interest, dividends and other income the department already knows.
Add all other income
Savings and FD interest, capital gains, rent — everything in your AIS and bank statements goes in.
Claim your deductions yourself
80C, 80D and HRA (with rent receipts) — claim them directly from your proofs; you don’t need a Form 16 to do it.
Pick a regime, file & e-verify
Choose old or new, compute the tax, file the right ITR form, and e-verify within 30 days — or it counts as not filed.
Reconcile — or risk a scrutiny notice
